Government work has requirements beyond the engineering itself: the work has to be specified, documented, reviewed, and sustained after the contract ends. We build for that from the start.

Requirements that can be evaluated

We translate an operational need into a written technical specification with scope, constraints, interfaces, and acceptance criteria — the form a program office and a contracting officer can both assess.

Documentation as a deliverable

Architecture diagrams, deployment procedures, runbooks, and handover material are produced as part of the work, not promised for later.

Least-privilege access, secrets kept out of source control, audit logging, environment separation, and a written description of what data is collected and how long it is retained.

A bounded portion of a contract — an integration, a model deployment, a migration, an assessment — with written scope, deliverables, and acceptance criteria.

Technical approach narrative, architecture and design content, and level-of-effort input for the portion of work we would perform.

Ways we can be engaged

The right structure depends on the size of the requirement, the vehicle, and where the work sits in a larger program. We are comfortable with any of the following.

Direct government contracts

Competitive or appropriately sourced purchases, including simplified acquisitions, pilots, assessments, and defined technical projects, where MissionLayer meets the requirement.

Subcontractor

A defined portion of a larger contract, with scope, deliverables, and acceptance criteria agreed in writing with the prime.

Teaming arrangement

Participation in a proposal team, contributing technical approach content, architecture, and level-of-effort input for the portion of work we would perform.

Technical work package

A bounded scope of engineering work — an integration, a migration, a model deployment, an assessment — delivered against written acceptance criteria.

Pilot and proof of concept

A short, funded effort designed to answer a specific technical question before a larger commitment, with a written finding either way.

Staff augmentation

Named technical support integrated into an existing team for a defined period, when that structure fits the requirement better than a deliverables-based scope.

We have not yet been awarded a contract under every structure listed above. This section describes the arrangements we are prepared to work under and the terms we are willing to agree to in writing — not a claim of past performance.

Delivery

How a project runs

On a subcontract or a defined work package we adapt to the prime contractor’s process. On a direct engagement, this is the sequence we follow.
  1. Understand the mission or operational need

    We start with the work itself: who performs it, what slows it down, what happens when it fails, and what a better outcome would actually look like. This is a conversation with the people doing the work, not only with the people describing it.

  2. Define requirements and constraints

    Constraints shape the design as much as requirements do. We document security expectations, data sensitivity, existing systems, hosting limits, budget structure, timeline, and who has to approve what.

  3. Design the technical approach

    We produce a written technical approach: architecture, components, integration points, data flow, deployment model, and the tradeoffs behind each decision. This is reviewable by both technical evaluators and program staff before any build begins.

  4. Build and validate in manageable phases

    Work is broken into phases that each produce something demonstrable. Validation happens against the acceptance criteria set in the previous step, not at the end of the whole effort.

  5. Deploy with documentation and operational visibility

    Deployment includes the things that are usually deferred: monitoring, logging, access control, runbooks, and documentation written for whoever operates the system next.

  6. Support, improve, and transfer knowledge

    We provide production support where the contract calls for it, and we plan for handover from the beginning. A successful engagement leaves your team or a follow-on contractor able to run the system without us.

The exact sequence depends on contract requirements, procurement structure, security needs, and project scope. On a subcontract or defined work package, we adapt to the prime contractor’s process rather than imposing our own.

Questions we are asked by agencies and primes

Does MissionLayer Systems work as a subcontractor?
Yes. We work directly with clients or as part of a larger delivery team. On a subcontract we take a defined technical work package with written scope, deliverables, and acceptance criteria, and we work within the prime contractor’s process and reporting requirements.
Can MissionLayer Systems join a larger proposal team?
Yes. We can contribute technical approach content, architecture and design narrative, and level-of-effort input for the portion of work we would perform. Contact us with the solicitation number and the response deadline and we will tell you promptly whether we are a fit.
Does the company support pilot or proof-of-concept projects?
Yes, and we prefer them when there is genuine technical uncertainty. A pilot should be scoped to answer a specific question with a defined success measure. We document the result either way — including when the answer is that the approach should not proceed.
Can an existing AI prototype be moved into production?
That is a common request. The work usually involves evaluation against measurable criteria, access control, secret management, deployment automation, monitoring, logging, cost review, and adding a human review step where decisions carry consequences. We start by assessing what exists before proposing a plan.
Does the company provide Kubernetes or cloud infrastructure support?
Yes. This includes cluster architecture, workload and namespace design, containerized deployment, infrastructure as code, ingress and secret handling, autoscaling, monitoring, cost review, and operational runbooks — for new environments or for existing ones that need assessment and repair.
Can capabilities be delivered as a defined work package?
Yes. Capabilities can be tailored to a defined technical work package with fixed scope, deliverables, and acceptance criteria. This is often the cleanest structure for both subcontracts and direct government contracts.
Does MissionLayer Systems provide ongoing production support?
Yes, where the contract provides for it. Support arrangements are scoped explicitly — response expectations, hours of coverage, and what is included — rather than left informal. We also plan for knowledge transfer so a client team can take over operations.
How does the delivery network work?
MissionLayer Systems is founder-led. For projects that need additional specialists, we assemble a team from a trusted professional network based on the requirements of the work. Network members are independent professionals and partner firms, not standing employees, and team composition is disclosed as part of the proposal.
