Capability

PDF Remediation and Digital Accessibility

Accessibility scanning of public websites and remediation of PDF documents — tagging, reading order, alternative text, OCR — for ADA Title II, Section 508, and WCAG 2.1 AA programs.

The problem

Public entities are working toward the ADA Title II web and document accessibility rule, and most of the exposure sits in documents rather than pages: thousands of PDFs — agendas, minutes, forms, reports, scanned notices — with no tags, no reading order, and images no screen reader can describe. Manual remediation costs hours per document, a site has no inventory of what it has published, and nobody can say which items matter first.

Typical technologies

  • WCAG 2.1 AA
  • PDF/UA
  • axe-core
  • veraPDF
  • OCR (Tesseract, OCRmyPDF)
  • Document layout models
  • Anthropic Claude
  • Playwright

What we deliver

  • Automated accessibility scanning of public websites against WCAG 2.1 AA success criteria, with an inventory of pages, documents, and third-party content
  • A prioritized remediation plan that turns raw findings into an order of work
  • PDF accessibility remediation: tagging, structure tree, reading order, headings, tables, language, and document title
  • OCR for scanned PDFs, so image-only documents become searchable, selectable text
  • Alternative text for images and figures, drafted by AI and reviewed by a person
  • Accessible HTML alternate versions of documents that cannot be repaired in place
  • Machine validation of repaired PDFs against PDF/UA checks, with the results kept
  • Tracking of every document from finding to fix, for the program’s own records

Examples of project types

These describe the kind of work we take on. They are illustrative scopes, not descriptions of completed client projects.

  • An accessibility baseline of a city, county, or university website and its document library, with a ranked plan of what to fix first
  • Remediation of a document backlog — agendas, minutes, forms, reports — to tagged, accessible PDFs or accessible HTML alternates
  • An intake process that keeps newly published documents accessible, so the backlog does not rebuild
  • Remediation run on agency infrastructure for documents that cannot leave it

Expected outcome

A program that knows what it has published, fixes the documents that matter first, and keeps a record of the work — support for an ADA Title II and Section 508 effort, not a certificate of compliance.

Questions

PDF Remediation and Digital Accessibility: common questions

What is PDF remediation?
Repairing a PDF so assistive technology can read it: adding tags and a structure tree, setting the reading order, marking headings and tables, setting the document language and title, running OCR on scanned pages, and giving images alternative text.
What does the ADA Title II web and document rule require of state and local governments?
The U.S. Department of Justice rule requires state and local government web content and documents to meet WCAG 2.1 Level AA, with compliance dates in April 2027 for larger entities and April 2028 for smaller ones. Each entity should confirm its obligations with its own counsel.
Does accessibility scanning or remediation certify compliance?
No. Automated testing and remediation support a compliance program — they find and fix a large share of issues and document the work — but no tool certifies that a site or document complies with the ADA, Section 508, or WCAG. Manual review remains part of the process.
How do you handle a large backlog of PDFs?
Inventory first, then prioritize: documents still in use and frequently accessed come first, archived material can follow or be replaced with accessible HTML alternates. Repaired files are validated automatically and every document is tracked from finding to fix.
